United Cerebral Palsy Association (UCP) of Oregon and SW Washington, Inc. is a non-profit organization providing services to families, and adults who experience cerebral palsy and other types of developmental disabilities.
For over 50 years, UCP has been committed to change and progress for persons with disabilities. UCP strives to ensure the inclusion of persons with disabilities in every facet of society from the Web to the workplace, from the classroom to the community. As one of the largest health charities in America, UCP's mission is to advance the independence, productivity and full citizenship of people with cerebral palsy and other disabilities, through our commitment to the principles of independence, inclusion, and self-determination. UCP of Oregon and SW Washington is part of a nationwide network of affiliates in 40 states offering a range of services tailored to meet each community's needs. UCP of Oregon and SW Washington offers direct program service, information, and advocacy for people with cerebral palsy and other disabilities throughout our region. We are committed to creating innovative services and desegregated support for our constituents.
Our programs include:
- Supported Living, providing support services in the home and community, from 4 hours each month to 24 hours a day, allowing people with disabilities to enjoy the independence of living in their own homes.
- Supported Employment, helping people with disabilities to find integrative jobs in the community by providing vocational profile development, job development, and on-going support.
- Family Support, organizing activities, providing support, advocacy, and information for families who have children with cerebral palsy.
- Adult Advocacy, assisting adults with disabilities through legislation, information and referrals.UCP of Oregon and SW Washington is licensed & contracted to provide services in Multnomah, Clackamas, and Washington Counties.

Mainstream Housing Inc. (MHI) is an independent non-profit 501(c)3 organization governed by a eight-member Board of Directors. The staff includes the Executive Director, Project Manager, Administrative Assistant and a Resident Services Coordinator. The mission of Mainstream Housing Inc. is “to support quality, affordable housing options for individuals with developmental disabilities.” This is a population that is severely underserved by non-profit developers across Oregon because this type of project can take over two years to develop and yield small developer fees. Since our inception in 1990, our primary goals have been two-fold:
- To remain active in designing and constructing, owing and managing affordable housing options that are adapted to the individual needs of people with developmental disabilities and which will endure over the decades to come, and
- To coordinate with service providers to ensure that adequate support services are in place for our tenants to maximize success in independent living and integration into the larger community.

Self Advocates As Leaders (SAAL) is an organization made up of self-advocates all over Oregon that advocate for people with developmental disabilities to be equal partners in policy and legislation that affects their lives. SAAL formed in 1998, after leaders in Oregon felt that people with developmental disabilities needed to be more involved in the legislative process and assist with writing policies that directly impact Oregonians with developmental disabilities.
SAAL has four committees:
- Outreach & Training Committee
- People First Connection Editorial Board
- Policy Committee
- Operations Committee
Currently, SAAL has 27 members serving as volunteers on the four committees, and 15 counties in Oregon are represented thus far.

Marion County Housing Authority is Oregon Municipal Corporation, organized under state statute ORS 456.085. Its primary functions are planning, development, and operation of low-income housing projects funded by the U.S. Department of Housing and Urban Development (HUD), and the administration and operation of other programs related to low-income housing assistance. These include home rehabilitation, community development, utility assistance, and community service programs.
Organization Profile
Low Rent Public Housing: This program accounts for properties owned by the Authority and rented to low-income families.
Public Housing Capital Fund: This program accounts for capital improvements made to Authority owned property rented to low-income families.
Section 8 Housing Choice Vouchers: This program accounts for rent subsidy payments to low-income families who locate their own rental units and negotiate monthly rents with private landlords.
Section 8 Moderate Rehabilitation: This program accounts for rent subsidy payments made to private owners who agree to rehabilitate substandard dwellings, which will be used to house low-income families upon completion.
Farm Labor Housing: This program accounts for projects financed by the Rural Development for the construction and operation of low-rent housing for eligible farm workers.
New Construction, Substantial Rehabilitation Section 8: This program accounts for projects financed by Rural Development for the construction and operation of housing for low-income families
Tenant Based Assistance: This program provides assistance, in conjunction with the Local Partnership Program, to near homeless individuals. The main source of revenue is funding received from the State of Oregon. NOTE: This program has recently been transferred to the Mid-Willamette Valley Community Action Committee.
Tax Credit Partnership Programs: This program is funded by multiple sources included federal and state tax credits. It provided new multifamily housing projects for low-income families. Projects are awarded funding based on a competitive basis through Oregon Housing and Community Services.
Section 32 Homeownership Program: A new program that is in the application process with HUD. If successful, it will provide for the sale of 38 single families homes to low-income families.
Marion County Housing Units and Section 8 Housing Rent Subsidy: Marion County Housing Authority (MCHA) owns and operates approximately 300 housing units including single family home and multifamily complexes. MCHA provides approximately 800 rental housing vouchers for low-income families.
Area of Operation: Marion County Housing area of operation is all of Marion County outside the urban growth boundary of Salem-Keizer.

The Integrated Services Network (ISN) Support Services Brokerage is a leader in the transformation of our health and human services and believes in the ability of people to determine and direct their own lives. Through the ISN, individuals make the determination of what kind of services they need. Individuals are entitled to in-home or personal support services such as personal care, job coaching or employment supports, in-home staffing, respite care, community inclusion activities, minor environmental adaptations or other supports that assist the individual to live and work in the community.
The Integrated Services Network is a community organization formed by two not-for-profit organizations: Catholic Community Services and Chehalem Youth and Family Services. ISN members have pooled resources into joint service contracts in order to improve the quality and cost effectiveness of the service delivery.
Currently the ISN is operating in eight of Oregon's counties: Marion, Benton, Clatsop, Columbia, Lincoln, Polk, Tillamook and Yamhill. Between January 1, 2002 and June 30, 2007 ISN will serve 740 individuals with developmental disabilities.
